In this 36-minute podcast I would like to give you a few brief insights into Generation Z in the police force. Who is this generation, is there even such a thing as "the" generation and why should we be careful with this big pigeonhole "Generation Z"? How can we win them over and, more importantly, how can we retain them?

About us Authors:

Police Director Dr. Bernd Bürger has been with the Bavarian Police for over 25 years and has been working intensively with the younger generations since 2015, both in his own leadership work and in numerous publications and lectures.
Heidi Ellner, Dipl.-Päd. univ., has been analysing how organizations and individuals learn for 20 years now. Through her work in the training of prospective police officers in the Federal Police, she is at the center of the relevant field of vision on a daily basis.

Generation Z in the police force.

Certainly different or completely normal?

"Mit Sicherheit anders" ("Safety is different") - this is the slogan of the Bavarian police's current recruitment campaign (Bavarian State Ministry of the Interior, Sport and Integration 2021). But does this also apply to Generation Z? Or is this a completely "normal" generation? And most importantly, is "Generation Z", as described in the major youth studies, also found in the police force?

Our article explores these questions on the basis of a master's thesis in which several training seminars (entry-level training) of the Bavarian police were surveyed using a standardized questionnaire. The reasons for applying to the police, the general expectations of employers and superiors and the specific expectations of the police in this respect were examined. In addition, a comparison was made between participants from different stages of training and older candidates. The results of the 2019 Shell Youth Study were used as a basis for comparison.

Austrian Federal Police research project

With a great team, we have been able to work under the umbrella of the GAWO (GAWO - Gesellschaft für Arbeits-, Wirtschafts- und organizationspsychologische Forschung e. V.) won the tender of the Austrian Federal Ministry of the Interior (BMI).

In order to ensure an external scientific perspective on police developments from the reform of the police force in 2005 to the present day, the Federal Ministry of the Interior launched a research project on the topic of "20 years of the Federal Police in Austria. From the merger of the Federal Gendarmerie, Federal Security Guard and Criminal Investigation Corps from 2005 to the present day".

With a team of active and retired police officers with a scientific background and scientists with experience in police research, we were able to win the tender with our research concept. If you would like to find out more about this project, you can here in Public Safetythe magazine of the BMI. I am looking forward to the exciting task of managing this project.

Retirement lecture by Prof. Dr. Otto Adang

One of the most significant moments in my professional life. I had the opportunity to give a lecture on his life's work with regard to public order policing at the Politieacademie's international symposium "Mit aller Gewalt lernen" in honor of Prof. Dr. Otto Adang's retirement. And he is simply one of the forefathers of modern theories, so it was and is an extraordinary honor for me that he chose me for this task. It's a bit like being a fan of Michael Jackson as a child and trying to dance like him - and then being invited by him personally to perform at his farewell. It's amazing!

For over 20 years, I followed in the footsteps of Prof. Dr. Otto Adang, often without knowing it. Not only did I come to the same conclusions, we were often in the same places without knowing it - he as a researcher, I as a riot policeman. Eventually, my first book "The Role of the Police at Assemblies" brought us together, for which he contributed a chapter together with Dr. Martina Schreiber. He then invited me to teach in his "Public Order" module of the Master's program at the Politieacademie - and I was able to learn from the Grand Master himself - in pleasant, constructive, smart and far-sighted discussions over a good Dutch beer. 

Thanks to Otto, I was able to structure my numerous practical experiences from over 20 years with the USK (as a group officer, group leader, platoon leader or command leader) or in the preparation, planning and implementation of major operations (G7 2015 and 2022), which I have already lectured on in many European countries as well as in the USA and Canada, even better. According to its principles: Know, Support, Communicate, Differentiate (for more see docbb.de or publicorderpolicing.com ), which really contribute to the success of police work in the context of crowds in an all-encompassing way.

Integration of Generation Z - a project of the Federal Police

An exciting Contribution of the Federal Police to the integration of Generation Z into the training and working world of the police in the Police Management Handbook:

The Federal Police is growing. An unprecedented number of new employees is presenting the Federal Police with major challenges at all levels. The new colleagues are rightly entitled to be trained in a targeted manner and "taken along". A joint project with representatives from all areas of the Federal Police, including staff representatives and equal opportunities, is dedicated to this challenge. But how can new employees be integrated sustainably, especially in the Federal Police? This question forms the core of the "Integration of new employees" project led by PD Dr. Schmelzer. The team of authors outlines the structure and process of the project and presents initial project results on the way to uniform minimum standards throughout the Federal Police. Key topics such as the importance of leadership and cooperation in the context of the induction of new personnel are underpinned and illustrated with the survey results achieved to date. Candidates and career graduates as current and future employees as well as existing employees, the "regular officers", play a central role in this.
