Volatilit\u00e9, Incertitude, Complexit\u00e9, Ambigu\u00eft\u00e9. Entre-temps, cela ressemble presque \u00e0 un mot \u00e0 la mode lassant. Pourtant, le ph\u00e9nom\u00e8ne est plus actuel que jamais \u2013 et cela s'applique dans une mesure particuli\u00e8re aux organisations polici\u00e8res.<\/p>\n\n\n\n<p>Mon article dans le num\u00e9ro actuel de <em>La POLICE<\/em> prend ce point tr\u00e8s au s\u00e9rieux. J'appelle cela VUKA au carr\u00e9 : les dynamiques d\u00e9crites s'acc\u00e9l\u00e8rent, l'indice mondial d'incertitude a atteint un niveau record au moment o\u00f9 nous \u00e9crivons. Cela a un impact sur les menaces hybrides, la coop\u00e9ration civilo-militaire, la situation budg\u00e9taire et la pression migratoire \u2013 bref, sur tout ce qui rend actuellement le leadership strat\u00e9gique dans la police difficile.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le probl\u00e8me structurel<\/h2>\n\n\n\n<p>Les organisations polici\u00e8res sont hi\u00e9rarchiques, importantes et hautement sp\u00e9cialis\u00e9es. Il y a de bonnes raisons \u00e0 cela. La hi\u00e9rarchie cr\u00e9e de la stabilit\u00e9, des responsabilit\u00e9s claires, une action fiable, m\u00eame sous pression. De plus : la police g\u00e8re (presque) toutes les missions. C'est dans son ADN.<\/p>\n\n\n\n<p>Mais c'est pr\u00e9cis\u00e9ment cette structure qui rend la pens\u00e9e strat\u00e9gique difficile. Lorsque les informations sont filtr\u00e9es par de nombreux niveaux, lorsque les silos entrent en concurrence au lieu de coop\u00e9rer, lorsque chaque incident aigu mobilise des ressources \u2013 alors il reste peu de place pour la pens\u00e9e \u00e0 long terme. Ce n'est pas un \u00e9chec individuel. C'est un probl\u00e8me structurel.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eIl ne faut pas chercher \u00e0 pr\u00e9voir l'avenir, mais \u00e0 le rendre possible.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">Ce qui fonctionne d\u00e9j\u00e0 \u2013 et o\u00f9 se situent les limites<\/h2>\n\n\n\n<p>L'article examine des approches concr\u00e8tes, au niveau national et international. Au Royaume-Uni, il existe avec le <em>Fondation de la Police<\/em> un think tank ind\u00e9pendant qui publie r\u00e9guli\u00e8rement sur les questions d'avenir. Le <em>Conseil national des chefs de police<\/em> a d\u00e9velopp\u00e9 une \u201e Vision de la police 2030 \u00bb.<\/p>\n\n\n\n<p>En Allemagne aussi, il existe des approches int\u00e9ressantes : les parrainages th\u00e9matiques des directions de police de Bavi\u00e8re, le d\u00e9partement strat\u00e9gie en Basse-Saxe avec les OKR comme m\u00e9thode de gestion, la Maison de la police en Hesse avec cinq piliers fonctionnels.<\/p>\n\n\n\n<p>Ce que tous ces mod\u00e8les ont en commun : ils tentent d'\u00e9tablir une forme d'organisation duale \u2013 hi\u00e9rarchie pour la stabilit\u00e9 et les affaires courantes, \u00e9l\u00e9ment agile pour l'adaptation et l'innovation. C'est la bonne approche. La faiblesse r\u00e9side le plus souvent dans la mise en \u0153uvre : ceux qui travaillent \u00e0 la fois \u00e0 temps partiel et \u00e0 temps plein ont du mal \u00e0 faire les deux. Et les structures agiles, envahies par des attitudes bureaucratiques, ne sont plus qu'un autre groupe de travail au bout du compte.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">L'atelier du futur \u2013 un concept mod\u00e8le<\/h2>\n\n\n\n<p>\u00c0 partir de cela, j'ai d\u00e9velopp\u00e9 mon propre mod\u00e8le : le <strong>\u00bbAtelier du futur\u00ab<\/strong>. Elle se compose de trois zones de travail.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Atelier d'id\u00e9es<\/strong> \u00c9quipe festive pour la prospective, la mise en r\u00e9seau, la gestion de l'innovation et le conseil strat\u00e9gique de la direction de l'autorit\u00e9<\/li>\n\n\n\n<li><strong>Atelier du futur :<\/strong> \u00c9quipe agile et ax\u00e9e sur les projets sans employ\u00e9s permanents \u2013 travail \u00e0 temps plein, cycles it\u00e9ratifs, circuits de d\u00e9cision courts<\/li>\n\n\n\n<li><strong>R\u00e9daction Perspektiv :<\/strong> Communication interne qui non seulement explique le changement, mais implique r\u00e9ellement les employ\u00e9s<\/li>\n<\/ul>\n\n\n\n<p>La diff\u00e9rence d\u00e9cisive avec les groupes de travail traditionnels : la participation \u00e0 l'atelier du futur est la <em>T\u00e2che principale<\/em>. Pas un ajout \u00e0 c\u00f4t\u00e9 des activit\u00e9s quotidiennes. Cela semble simple, mais ne l'est pas \u2013 cela signifie une d\u00e9cision consciente de l'organisation de prioriser r\u00e9ellement le travail strat\u00e9gique.<\/p>\n\n\n\n<p>Concr\u00e8tement, l'\u00e9quipe travaille par it\u00e9rations de deux semaines maximum, soumet les d\u00e9cisions directement \u00e0 un \u201e parrain th\u00e9matique \u201c au niveau de la direction de l'autorit\u00e9 et peut ainsi progresser en continu. Des cycles de d\u00e9cision rapides plut\u00f4t que de longues cascades de consultation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Trois sujets qui en valent la peine<\/h2>\n\n\n\n<p><strong>Nos talents.<\/strong> Dans chaque grande organisation de police, il y a des personnes aux comp\u00e9tences particuli\u00e8res \u2013 m\u00e9thodes agiles, multilinguisme, comp\u00e9tences en coaching. Presque aucune organisation ne parvient \u00e0 exploiter syst\u00e9matiquement ce tr\u00e9sor. Aucune base de donn\u00e9es, aucun processus, aucune structure.<\/p>\n\n\n\n<p><strong>Nos carri\u00e8res.<\/strong> La formation g\u00e9n\u00e9raliste a sa raison d'\u00eatre \u2014 mais est-elle pertinente pour toutes les affectations ? Un enqu\u00eateur informatique a-t-il besoin de la m\u00eame condition physique de base qu'un policier en patrouille de nuit ? Des parcours de carri\u00e8re modulaires seraient une prochaine \u00e9tape logique, et certaines polices l'empruntent d\u00e9j\u00e0.<\/p>\n\n\n\n<p><strong>Notre communication.<\/strong> Si, dans une organisation de 35 000 employ\u00e9s, chaque personne ne passe que trois minutes par jour \u00e0 consulter des e-mails qui ne lui sont pas explicitement adress\u00e9s, cela \u00e9quivaut \u00e0 pr\u00e8s d'une ann\u00e9e-homme. La culture de la communication n'est pas un sujet secondaire. C'est une question d'efficacit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p>La police peut g\u00e9rer la volatilit\u00e9, l'incertitude, la complexit\u00e9 et l'ambigu\u00eft\u00e9 (VUKA) \u2013 elle le montre tous les jours en service. Elle anticipe la situation. Elle travaille selon une tactique d'ordre. Elle fait confiance aux gens dans la rue.<\/p>\n\n\n\n<p>Rien d'autre n'est n\u00e9cessaire strat\u00e9giquement. Une sorte d'\u00e9tat-major, qui aide les d\u00e9cideurs \u00e0 poser les bonnes jalons pour l'avenir. La comp\u00e9tence est l\u00e0.
